Your Free Guide to Fairfax Water Billing

Understanding Your Fairfax Water Bill

Your Fairfax Water bill arrives in your mailbox or email several times per year. Learning to read it correctly helps you understand what you're paying for and catch any unusual charges. The bill contains several key sections that work together to show your water usage and costs.

The billing period on your statement typically covers about two months of water use. Fairfax Water reads meters on a rotating schedule throughout the service area, so your billing dates may differ from your neighbors. The bill shows the exact dates when your meter was read at the start and end of the billing period, helping you know which days your usage covers.

Your meter reading appears clearly on the bill as a five or six-digit number. This number measures how many hundred cubic feet (HCF) of water you've used. One HCF equals 748 gallons, which is roughly the amount a family of four uses daily. The bill compares your current reading to the previous reading, and the difference shows your consumption for that period. If you use 10 HCF in a billing period, that equals about 7,480 gallons.

Fairfax Water serves about 540,000 people across a wide service area in Northern Virginia. The utility maintains over 4,000 miles of water mains and serves residential, commercial, and industrial customers. Your bill funds the infrastructure that delivers clean drinking water to your home and removes wastewater for treatment.

The charges section breaks down exactly what you're paying for. Most residential bills include separate line items for water service, sewer service, and stormwater management. Water rates are the main charge—you pay for every unit of water delivered to your home. Sewer charges cover the cost of treating wastewater that leaves your home. Stormwater fees help fund systems that manage rainwater runoff in the area.

Practical takeaway: Save several months of bills to track your usage patterns. Compare winter bills (typically lower) to summer bills (typically higher due to outdoor watering) to understand your household's normal consumption. This baseline helps you spot billing errors or changes that signal a possible leak.

How Fairfax Water Calculates Your Charges

Fairfax Water uses a tiered rate structure, meaning you pay different prices depending on how much water you use. This system encourages conservation by charging higher rates for higher usage. Understanding these tiers helps you see why your bill might change month to month even without obvious changes in your habits.

The first tier, called the base or winter rate, applies to the first portion of your water use each month. This rate reflects the cost of basic water delivery and treatment. For residential customers, this tier typically covers the amount needed for essential uses like drinking, cooking, bathing, and toilet flushing. As of recent rate schedules, this rate applies to the first few HCF of your monthly usage.

The second tier, the summer rate, applies to usage above the base amount. This higher rate encourages people to limit water during warm months when demand peaks and water supplies become more stressed. The price difference between tiers can be significant—the summer rate might be two to three times higher than the base rate. During summer months when lawns need watering and pools are filled, many customers jump into this higher tier.

Your bill calculates charges by applying each rate to its corresponding usage amount. For example, if you use 8 HCF in a month and the first 6 HCF are charged at the base rate while usage above 6 is charged at the summer rate, you'll pay two different prices. The charges then add together for your total water bill. This means a customer using 10 HCF pays more per unit than a customer using 4 HCF.

Sewer charges typically use a different structure. Most water utilities charge sewer fees based on the amount of water you've used, since most water that enters your home leaves through the sewer system. Stormwater fees are often flat fees that don't vary with usage, since stormwater management costs are similar regardless of individual household water consumption.

Fairfax Water also offers information about rates on its website, including any changes planned for future billing periods. Rates occasionally increase to fund infrastructure improvements, treatment facility upgrades, or to keep pace with inflation. Reviewing rate information helps you understand why your bill might change year to year.

Practical takeaway: If your summer bills are significantly higher than winter bills, examine your outdoor water use. Reducing lawn watering, fixing leaks in outdoor faucets, and using drought-resistant landscaping can move you into lower usage tiers and reduce your summer charges substantially.

Identifying and Reporting Problems on Your Bill

Bills occasionally contain errors or unexpected charges that need investigation. Knowing how to spot these issues and knowing where to report them puts you in control of your account. Most billing problems fall into a few categories: meter reading errors, calculation mistakes, or charges for services you didn't request.

A sudden spike in usage is the most common sign of a billing problem. If your bill jumps from your normal 4 HCF per month to 12 HCF without an explanation like filling a pool, a leak may exist somewhere on your property. Indoor leaks often go unnoticed because the water disappears into walls, under floors, or through drain lines. A running toilet can waste 200 gallons daily. A slow drip from an outdoor faucet wastes 20 gallons daily. A leak in an underground service line can waste hundreds of gallons daily.

To check for leaks, read your water meter at a time when no water is being used in your home—early morning works well. Write down the number. Wait several hours without using any water, then read the meter again. If the number has changed, you have a leak. The size of the change indicates the leak's severity. Some leaks are inside your home where you can locate and fix them. Others are underground between your meter and your home; these require professional repair.

Calculation errors can occur when meters are misread or when charges are entered incorrectly into the billing system. Review your bill's meter readings against previous bills. The current reading should be higher than the previous reading. If not, or if it's far higher than your typical usage pattern, contact Fairfax Water to request a meter recheck. The utility will send someone to verify the reading.

Charges for services you didn't request sometimes appear. For example, if someone connected a second meter to your account without your knowledge, or if service charges changed. Review each line item on your bill to confirm all services listed are ones you actually use. If an unfamiliar charge appears, contact the utility's customer service department with your account number and billing period details.

Fairfax Water's customer service center responds to billing questions and can explain any charge on your statement. Keep your bill and account number handy when you call. The utility can run a meter test, explain rate changes, and investigate unusual usage patterns. Response times are typically quicker if you call rather than email, though both options exist.

Practical takeaway: When you spot a billing concern, don't wait for the next bill to confirm. Contact Fairfax Water immediately. The utility can often resolve issues quickly and may adjust bills if errors are found. Most utilities have time limits on how far back they can issue refunds, so prompt reporting protects your money.

Fairfax County and Fairfax Water offer conservation education programs that teach homeowners how to reduce water use. These programs provide information about detecting leaks, choosing water-efficient fixtures, and landscaping with native plants that need less water. Conservation tips often lead to lower bills because they reduce the amount of water you purchase. A household that reduces usage from 10 HCF per month to 6 HCF per month saves money on every unit above the base rate, since those units are charged at the higher tier rate.

Some households face financial hardship that makes paying utility bills difficult. While specific assistance programs vary, information about payment options and community resources may be found through 211 Virginia, a statewide information line. This service directs callers to local programs that may be available in their area. Fairfax Water itself maintains information about how customers can work with the
