Understanding Seattle Traffic and Parking Tickets
How Seattle's Traffic Enforcement System Works
Seattle's traffic enforcement operates through a combination of police officers, automated cameras, and parking enforcement officers who work throughout the city. The Seattle Police Department's Traffic Safety Unit focuses on moving violations—infractions that occur while a vehicle is in motion—while the Department of Transportation Enforcement (SDOT) manages most parking violations. Understanding which agency issues which citation helps you know where to direct questions or appeals.

Traffic citations in Seattle are issued for violations like speeding, running red lights, unsafe lane changes, and failure to yield. When an officer stops a vehicle, they document the violation and issue a ticket at the scene. Automated traffic safety cameras placed at high-risk intersections photograph vehicles that run red lights, creating a photographic record of the violation. These camera citations are reviewed by officers before being sent to violators.
Parking citations, by contrast, are issued by parking enforcement officers who patrol neighborhoods, business districts, and parking lots. They photograph violations and issue tickets by placing them on windshields. Common parking violations include parking in no-parking zones, expired meters, handicap zone violations, and blocking driveways.
Seattle processes thousands of traffic and parking citations monthly. In 2022, the city issued approximately 600,000 parking citations and tens of thousands of traffic citations. This volume means the system is primarily handled through online and mail-based processes rather than in-person interactions.
Practical Takeaway: Knowing whether your citation is for a traffic violation or parking violation determines where you'll pay the fine and how you can appeal. Traffic citations go through Seattle Police, while parking citations are handled by SDOT.
Understanding Parking Violation Categories and Fines
Seattle's parking violations fall into different categories, each with associated fines. Understanding these categories helps you know what violation you received and what the financial consequences are. The city uses a tiered system where some violations carry higher fines than others based on public safety impact and how often people commit them.

Meter violations—parking beyond the time limit at a metered space or not paying a required meter fee—typically cost $50 to $65. These are among the most common violations in Seattle's downtown and commercial areas. Signs clearly indicate time limits, usually ranging from 30 minutes to 4 hours depending on the location.
No-parking zone violations cost $75 to $100. These include parking in front of fire hydrants, in bus zones, in loading zones, in no-parking areas marked with signs or red curb paint, or within 20 feet of an intersection. These zones exist for traffic flow and safety reasons.
Handicap parking violations are among the most expensive, ranging from $250 to $500. This high fine reflects both the violation's severity and the city's effort to preserve accessible parking for people with disabilities. Parking in a handicap-accessible space without proper disabled license plates or permits is taken seriously.
Other violations include parking in residential permit zones without a permit ($50-$65), blocking a driveway ($75-$100), parking on sidewalks ($50-$65), and parking in street cleaning zones on designated cleaning days ($65-$75). Street cleaning violations are particularly common because many drivers don't notice or remember the posted cleaning schedules.
Practical Takeaway: Review the specific violation code on your citation to understand the category and typical fine range. This information appears on the citation itself and helps you decide whether to pay or contest the ticket.
Traffic Violations and Moving Violation Fines
Traffic violations, also called moving violations, occur while a vehicle is in operation. Seattle's fines for these violations vary significantly based on the type of infraction and whether it contributes to traffic safety concerns. The city uses fines partially as a safety deterrent, meaning violations considered more dangerous carry higher penalties.

Speeding fines depend on how much over the limit you were driving. Speeding 1-10 miles per hour over the limit typically costs $137. Going 11-20 miles per hour over costs $197. Speeding 21-30 miles per hour over costs $287. Exceeding the limit by more than 30 miles per hour costs $437. These escalating fines reflect increased danger at higher speeds.
Running a red light or traffic control signal violation costs $226. This violation directly endangers other drivers and pedestrians. Red light camera citations are issued only if photographic evidence clearly shows a vehicle entering an intersection after the signal turned red.
Failure to yield violations typically cost $226. This broad category includes failing to yield to pedestrians in crosswalks, failing to yield at intersections, and failing to yield to emergency vehicles. Pedestrian-related failures to yield are particularly enforced in Seattle, which has increased pedestrian safety initiatives.
Unsafe lane change violations cost $137. Making sudden lane changes without signaling or without ensuring it's safe violates this rule. Improper turns, such as turning from the wrong lane or turning without signaling, also cost $137.
Reckless driving is a more serious violation, typically costing $500 or more. This charge requires evidence of behavior showing "wanton disregard" for safety, such as extremely excessive speeding, racing, or deliberately dangerous maneuvers.
Practical Takeaway: Moving violation fines in Seattle range from about $137 to over $500 depending on the specific violation. The citation clearly states the violation code and base fine, though you may owe additional fees.
How to Read Your Citation and Locate Payment Information
Seattle citations contain specific information you need to understand your violation and payment options. Learning to read your citation correctly prevents confusion and ensures you address the ticket properly, whether you choose to pay or contest it.

At the top of the citation, you'll find a case or violation number. This number is your primary reference for all correspondence with the city. Write this number down if you need to call about the citation, as it's much faster than providing your name and license plate.
The citation lists the violation code and description. The code is a three or four-digit number corresponding to Seattle Municipal Code sections. For example, code 11.72.145 refers to expired meter parking. The description explains the specific violation in plain language.
The fine amount appears clearly on the citation, but note that additional fees may apply. Late fees accrue if you don't pay within the time frame specified. Court costs and collection fees may also be added if the citation becomes delinquent.
The citation includes the date by which you must respond. You must either pay the fine or request a hearing within this timeframe—typically 15 to 21 days, though the citation specifies the exact date. Missing this deadline results in additional penalties and may lead to license suspension or civil collection.
For parking citations issued by SDOT, payment and dispute information direct you to the SDOT website or a phone number listed on the ticket. For traffic violations, the citation provides contact information for the Seattle Municipal Court. The back of most citations contains a payment stub you can mail with a check.
Online payment options are available for both types of violations. SDOT citations can be paid through the city's parking enforcement website, while traffic citations can be addressed through the Seattle Municipal Court website. Having your case number ready makes online payment quick.
Practical Takeaway: Keep your citation in a safe place and note the case number, violation code, fine amount, and response deadline. These details are essential whether you pay or dispute the ticket.
Options for Contesting a Citation in Seattle
If you believe a citation was issued incorrectly or unfairly, Seattle provides processes to contest it. Understanding these options helps you decide whether disputing makes sense given the circumstances.

For parking citations, SDOT offers an administrative appeal process. You can request a mitigation hearing, where you explain your situation to a hearing officer who may reduce the fine based on circumstances like your clean parking history or if you were only slightly over the time limit. A mitigation hearing is not a determination of whether the violation occurred—only whether the fine should be reduced. You can also request an infraction hearing to contest whether the violation actually happened, such as claiming the sign was obscured or you were within the legal time limit.
To request a parking hearing, contact SDOT through their website or phone number listed on your citation. You'll typically choose between a mitigation or infraction hearing.
