Learn About Pennsylvania Social Security Tax Rules

How Pennsylvania Social Security Tax Works

Pennsylvania has its own state income tax system that works alongside the federal Social Security tax system. Understanding how these taxes interact is important for workers and employers in the state. Pennsylvania's state income tax applies to wages, salaries, and other forms of earned income. As of 2024, Pennsylvania's tax rate stands at 3.07 percent on earned income, which is one of the lowest rates among states that have an income tax.

Social Security tax, which is a federal tax, is separate from Pennsylvania state income tax. Workers and employers each pay 6.2 percent of wages into Social Security, up to a wage base limit that changes each year. For 2024, this wage base limit is $168,600. Once a worker's wages reach this limit during the calendar year, no further Social Security tax is withheld. This means high-earning workers may stop paying Social Security tax partway through the year, while their employers must continue paying on their behalf until the limit is reached.

Pennsylvania residents also pay federal income tax and Medicare tax (1.45 percent each for workers and employers, with an additional 0.9 percent Medicare tax on wages over $200,000 for individuals). When you look at a Pennsylvania worker's paycheck stub, you may see deductions for federal income tax, Social Security, Medicare, and Pennsylvania state income tax, plus any local income taxes if your municipality has one.

The relationship between these taxes can be confusing because they serve different purposes. Social Security tax funds the Social Security retirement, disability, and survivor benefit programs. Pennsylvania state income tax funds the state government's operations. Federal income tax funds federal programs. Understanding that these are three separate systems helps explain why your paycheck may have multiple tax deductions.

Practical Takeaway: Review your paycheck stub to identify each tax being withheld. Pennsylvania state income tax at 3.07 percent is distinct from the 6.2 percent Social Security tax and should appear as separate line items. This knowledge helps you understand where your income goes and plan your household budget more accurately.

Pennsylvania's State Income Tax on Wages and Earnings

Pennsylvania's approach to state income tax is relatively simple compared to many other states. The state does not have a progressive tax system with different rates based on income level. Instead, all residents pay the flat rate of 3.07 percent on earned income. This earned income includes wages from employment, business income if you are self-employed, and income from rental properties or other business activities.

The state does not tax income from Social Security benefits, which is an important distinction for retirees. If you receive Social Security retirement benefits while living in Pennsylvania, those benefits are not subject to Pennsylvania state income tax. This makes Pennsylvania a relatively tax-friendly state for people receiving Social Security. However, if you have other income sources like pensions, investment income, or continue working while receiving Social Security, those income sources may be taxable.

Employers in Pennsylvania are required to withhold state income tax from employee paychecks. The amount withheld depends on your W-4 form, which you complete when starting a job. The W-4 asks for information about your filing status, number of dependents, and other income sources to help determine the right amount to withhold. If too much is withheld throughout the year, you receive a refund when you file your state tax return. If too little is withheld, you may owe taxes when you file.

Pennsylvania also has a "Keystone Opportunity Zone" program and other tax incentive programs for businesses and certain types of income in designated areas. These programs are designed to encourage economic development in specific regions. Some residents and businesses in these zones may receive tax breaks, but the rules vary significantly based on location and business type.

Self-employed individuals in Pennsylvania must pay both the employee and employer portions of Social Security and Medicare taxes, but they still only pay the 3.07 percent Pennsylvania state income tax. However, self-employed people can deduct a portion of their self-employment tax when calculating their federal taxable income.

Practical Takeaway: If you work in Pennsylvania, your employer should be withholding 3.07 percent for state income tax. Social Security benefits are not taxed by Pennsylvania. Review your W-4 form periodically to ensure the right amount is being withheld, especially if your life circumstances change, such as marriage, divorce, or having children.

Who Must Pay Social Security Taxes in Pennsylvania

Nearly all workers in Pennsylvania must pay Social Security taxes, with some specific exceptions. Employees who earn $400 or more in a calendar year from an employer are covered by Social Security. This includes part-time workers, temporary workers, and seasonal workers. Self-employed individuals who earn $400 or more in net self-employment income are also required to pay Social Security taxes.

Certain groups of workers are exempt from paying Social Security taxes. Railroad employees covered under the Railroad Retirement Act pay into a separate federal system instead of Social Security. Some religious groups that are conscientiously opposed to insurance may have exemptions, though this is rare. Additionally, some state and local government employees hired before specific dates may be covered under alternative retirement systems and may not pay Social Security taxes on their government wages.

Federal government employees hired before 1984 are not covered by Social Security and instead pay into the Civil Service Retirement System. Those hired after 1983 are covered by Social Security. Students employed by the school, college, or university where they study are generally exempt from Social Security taxes, though they must pay federal income tax and Medicare tax. This exemption applies only to the school where they study, not to other employers.

Non-U.S. citizens working in Pennsylvania generally must pay Social Security taxes if they have a valid work visa or authorization. However, citizens of certain countries may have Social Security totalization agreements with the United States that can affect their tax obligations. These agreements are designed to prevent double taxation and ensure that people working in multiple countries receive appropriate Social Security credit.

Household workers in Pennsylvania, such as nannies, housekeepers, and caregivers, are covered by Social Security if they earn $2,700 or more in a calendar year from any one employer (this amount changes annually). Employers of household workers must withhold and pay both Social Security and Medicare taxes if this threshold is met.

Practical Takeaway: If you earn $400 or more in a year as a self-employed person or earn wages as an employee, you likely must pay Social Security taxes. The main exceptions involve specific government positions, railroad workers, and certain religious groups. Keep records of your earnings to verify that the correct amount of Social Security tax is being withheld from your pay.

Self-Employment and Social Security Taxes in Pennsylvania

Self-employed individuals operating a business in Pennsylvania must pay self-employment tax, which covers both the employee and employer portions of Social Security and Medicare taxes. While employees and employers each pay 6.2 percent for Social Security and 1.45 percent for Medicare, self-employed people pay both portions themselves. This totals 15.3 percent, though a portion of the self-employment tax is deductible when calculating federal taxable income.

The self-employment tax obligation begins when net earnings from self-employment reach $400 in a calendar year. You calculate net earnings by taking your gross business income and subtracting legitimate business expenses. This is an important calculation because many people mistakenly think the $400 threshold is based on gross income, when it actually applies to net income after expenses. If you have a side business that generates income but also has deductible expenses, only the net amount counts toward the $400 threshold.

Self-employed individuals in Pennsylvania file Schedule SE (Self-Employment Tax) as part of their federal tax return to calculate their self-employment tax obligation. They also pay Pennsylvania state income tax on their net business income at the 3.07 percent rate. Unlike employees, who have Social Security and Medicare taxes withheld by their employer, self-employed people must pay estimated taxes quarterly. This means making four tax payments throughout the year rather than having taxes withheld gradually from a paycheck.

Pennsylvania offers no special exemption from self-employment tax for business owners, unlike some states that provide certain tax breaks. However, self-employed individuals can deduct 50 percent of their self-employment tax as an adjustment to income when calculating their federal taxable income. This deduction recognizes that self-employed people pay both the employer and employee share of these taxes.

Individuals working as contractors rather than employees must still pay self-employment tax if
