Your Chester Water Authority bill includes charges for two primary services: water consumption and wastewater treatment. The water charge covers the cost of treating and delivering clean drinking water to your property. The wastewater charge covers the cost of collecting, treating, and disposing of the water that leaves your home or business. Both services appear on a single consolidated bill that arrives at your mailing address every other month.

Bills typically arrive between the 15th and 25th of the billing month. The due date usually falls 20-25 days after the bill date, giving you a window to process payment. Late payments may result in a late fee, typically around 1.5% of the outstanding balance. If your account remains unpaid for an extended period, CWA may issue a shut-off notice, which warns that water service may be discontinued if payment is not received within a specified timeframe.

The bill also displays your meter reading, which shows how many gallons of water you consumed during the billing period. This reading helps you track your water usage patterns over time. For customers with older accounts, CWA has been modernizing meter technology and introducing automatic meter reading (AMR) systems that provide more accurate consumption data.

Practical takeaway: Review your bill when it arrives to confirm the billing address, account number, and meter reading are correct. Contact CWA immediately if you notice discrepancies or don't recognize the charges listed.

Online Payment Portal: CWA's website features an online payment system where you can pay using a debit card or bank account. To use this service, you'll need your account number (found on your bill) and your PIN or password. The online portal typically processes payments within one business day. Some customers prefer this method because it provides a confirmation number immediately after payment is submitted, creating a record of the transaction.

Automatic Bank Draft (AutoPay): This service allows CWA to withdraw your bill amount directly from your checking or savings account on the due date each billing cycle. To set up automatic payments, contact CWA's customer service department with your account information and banking details. This method reduces the risk of late payments since the withdrawal happens automatically. Many customers find this convenient because they don't need to remember to pay each bill.

Phone Payment: You can pay your bill by calling CWA's customer service line at 610-447-5900. A representative will guide you through the payment process and accept payment information over the phone. This method works with debit cards and bank accounts. Phone payments typically process within one business day.

Mail Payment: You can mail a check or money order to the address listed on your bill. Include your account number on the check or money order and mail it to Chester Water Authority's payment processing center. Mail payments typically take 7-10 business days to reach the office and be recorded on your account, so mail your payment early enough to meet the due date.

In-Person Payment: Chester Water Authority accepts in-person payments at their main office located at 415 North Avenue, Chester, PA 19013, during normal business hours. You can pay with cash, check, or money order. This method provides immediate confirmation of payment.

Practical takeaway: Choose a payment method that fits your routine and ensures timely payment. If you worry about remembering due dates, automatic bank draft removes this concern entirely.

Understanding Your Chester Water Authority Bill Components

Your Chester Water Authority bill contains several components, each representing different charges and services. Learning to read these components helps you understand where your money goes and identify unusual charges that might indicate problems.

Water Service Charge: This charge covers the cost of treating and delivering water to your property. CWA uses a tiered rate structure, meaning the price per gallon may vary based on how much water you consume. Typical residential customers in the CWA service area pay between $4.00 and $5.50 per 1,000 gallons of water used, though rates vary by customer class. A family of four typically uses 8,000-10,000 gallons per month, which translates to roughly $32-$55 in water charges bimonthly before taxes and other fees.

Wastewater Service Charge: This charge covers the cost of treating sewage and stormwater. Similar to the water charge, wastewater rates are typically calculated based on the volume of water consumed, since most water entering your home eventually leaves through the sewer system. Wastewater charges usually range from $4.50 to $6.00 per 1,000 gallons of water used.

Stormwater Management Charge: Some accounts include a separate stormwater fee that helps pay for the systems managing rainwater runoff. This charge may vary based on the impervious surface area on your property (the amount of surface that doesn't allow water to soak into the ground, such as roofs and driveways).

Taxes and Municipal Charges: Depending on your location within the CWA service area, your bill may include local taxes and municipal charges. These vary by township or borough and appear as separate line items on your bill.

Late Fees and Interest: If your previous bill remained unpaid past the due date, you'll see late fees and interest charges on your current bill. These accumulate daily, so addressing late payments promptly reduces the total amount owed.

Service Charges and Fees: Your bill may include charges for meter maintenance, account maintenance, or other services. These are typically small fixed fees that appear monthly or bimonthly.

Practical takeaway: Compare your current bill with previous bills to identify trends in consumption. If your bill suddenly increases significantly, contact CWA to discuss whether a meter malfunction or leak might be responsible.

Managing High Water Bills and Investigating Consumption Patterns

Receiving an unexpectedly high water bill can be frustrating and concerning. Several factors can cause bill increases, ranging from normal seasonal variation to serious problems like hidden leaks or meter errors. Understanding common causes helps you investigate and address the issue appropriately.

Seasonal Variation: Water consumption naturally increases during summer months when households use more water for outdoor activities, lawn watering, and filling pools. A bill that's higher in July than in January is typical and expected. Compare your current bill with the same month from the previous year to see if the increase is seasonal or unusual.

Leaks and Water Loss: A hidden leak inside your home, in your yard, or on the property line can cause your consumption to spike suddenly. Common sources include leaky toilets, dripping faucets, and underground pipe breaks. A toilet leak might waste 200-300 gallons per day without being obvious. If your bill increases dramatically without a clear explanation, check for leaks by reading your meter, waiting 30 minutes without using water, and reading it again. If the meter advanced, a leak is likely.

Meter Reading Errors: Although modern meters are generally accurate, reading errors or meter malfunctions occasionally occur. If you believe your meter reading is incorrect, contact CWA to request a meter test or inspection. The authority has procedures for verifying meter accuracy, and if a meter is found to be faulty, adjustments may be made to your bill.

New Plumbing Fixtures: Installing a new toilet, washing machine, or irrigation system can increase water usage if these fixtures are used frequently or if they're not water-efficient models. Older toilets, for example, use 5-7 gallons per flush, while modern low-flow models use 1.28 gallons or less.
