Understanding What a Compact RN License Is

A Compact RN license represents a significant change in how registered nurses can work across state lines. Rather than obtaining separate licenses in each state where a nurse wants to practice, the Nurse Licensure Compact allows registered nurses to hold one multistate license that permits them to practice in multiple states simultaneously. This system has grown substantially since its creation in 1997, with the number of participating states expanding over time.

The Compact functions through a mutual agreement among participating states to recognize nursing licenses issued by other member states. When a nurse obtains a Compact license in their home state, they receive what is called a "Compact privilege" that allows them to practice in all other Compact states without obtaining additional licenses. This differs from the traditional method, where a nurse moving to a new state would need to apply for licensure in that state separately, a process that could take weeks or months and involve additional fees.

The structure of the Compact means that nurses must still follow the nursing laws and regulations of each state where they practice. While the license itself travels across state lines, the regulatory requirements of individual states remain in place. For example, a nurse practicing in a Compact state must comply with that state's scope of practice rules, continuing education requirements, and disciplinary standards, even if those requirements differ slightly from their home state.

Understanding the distinction between holding a Compact license and holding traditional single-state licenses matters for anyone considering relocation, temporary assignments, or telehealth work. The Compact represents an evolution in nursing licensure designed to streamline the process for nurses while maintaining state-level oversight of the profession.

Practical takeaway: Learn whether your state is part of the Nurse Licensure Compact and understand how Compact privileges differ from holding separate state licenses before making decisions about relocation or interstate work arrangements.

Which States Currently Participate in the Compact

As of recent updates, the Nurse Licensure Compact includes a growing number of states across all regions of the United States. The membership has expanded considerably, reflecting increased adoption of interstate nursing mobility. However, not all states participate, and new states continue to consider joining the Compact framework. Understanding which states are members helps nurses determine where their Compact license will be valid.

Participating states include Alabama, Arizona, Arkansas, Colorado, Delaware, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Washington, West Virginia, Wisconsin, and Wyoming. This list represents current participation but may change as additional states join or existing states modify their participation status.

States that are not Compact members maintain their own separate licensure systems. For nurses in non-Compact states or those who need to practice in both Compact and non-Compact states, traditional single-state licensing remains the pathway. Some states have enacted legislation to join the Compact but have not yet implemented full participation, so the timeline for their official entry varies.

The geographic spread of Compact states means that nurses can work across many different regions without multiple licenses. However, states bordering Compact states may not be members, creating situations where nurses need to understand the specific licensure requirements for their particular work situation. Border areas and regions with significant nurse mobility have been important drivers of Compact adoption.

Nurses considering whether a Compact license makes sense for their career should verify the current Compact membership list through official state nursing board resources, as membership can change. This information directly affects whether holding one license will suffice for their work plans or whether additional licenses will be necessary.

Practical takeaway: Before obtaining a Compact license, confirm which states currently participate in the Compact and whether your current or intended work locations are among the member states to determine if Compact licensure serves your needs.

How to Obtain a Compact RN License in Your Home State

Obtaining a Compact RN license begins with meeting the nursing education and examination requirements established by your state's nursing regulatory board. Most states require completion of an accredited nursing program at either the associate or bachelor's degree level, followed by passing the National Council Licensure Examination for Registered Nurses (NCLEX-RN). These foundational requirements remain the same whether you seek a Compact or traditional single-state license.

The process starts with your state nursing board's application process. You will need to submit documentation showing completion of your nursing education from an accredited program, official transcripts, and proof of passing the NCLEX-RN examination. Most states now use online application systems that allow you to create an account, upload documents, and track your application status. The specific documents required may vary slightly by state, so consulting your state board's website provides accurate information about what you need to submit.

Background checks are standard requirements for licensure in all states. You should be prepared to provide fingerprints and consent to criminal background investigation. Some states conduct both state and federal background checks through the FBI. Fees for the application process typically range from $100 to $300 for initial licensure, though some states charge additional fees for background check processing. Understanding your state's specific fee structure helps with planning.

Once your application is submitted and deemed complete, your state nursing board reviews your qualifications. This review period typically takes two to eight weeks, depending on the volume of applications and the state's processing capacity. Many states offer temporary permits or licenses that allow you to practice under supervision while your full license is being processed, which can be valuable if you have time-sensitive work needs.

When your license is approved, you receive a license number and official documentation. Your state nursing board typically maintains a public registry where you can verify your license status. At this point, if your state is a Compact member, your license automatically carries Compact privileges that allow you to practice in other member states. You do not need to take additional steps to "activate" the Compact privilege—it is part of your license.

Practical takeaway: Gather your education transcripts and NCLEX-RN documentation before starting your application, understand your state's specific submission process through your nursing board's website, and plan for a processing period of several weeks between application submission and license approval.

Important Requirements and Ongoing Obligations

Holding a Compact RN license comes with specific obligations that extend beyond the initial licensure process. Nurses with Compact licenses must understand that they remain subject to the nursing laws and regulations of each state where they practice, even though they hold only one license. This means staying current with the rules that govern nursing practice in all states where you work, which may include differences in scope of practice, prescriptive authority, and collaborative practice requirements.

Continuing education is a critical ongoing requirement for maintaining licensure in most states. The specific requirements vary considerably by state—some states require a set number of contact hours biennially, while others have different requirements for different practice settings or specialties. For example, one state may require 24 hours of continuing education every two years, while a neighboring Compact state might require 30 hours. When you practice across multiple states, you need to understand each state's continuing education standards and plan accordingly to meet all applicable requirements.

Renewal cycles also differ among states, creating a potential scheduling challenge for nurses with Compact privileges. Some states have annual renewal cycles while others renew every two years. A nurse holding a Compact license must track renewal dates for their home state, as that is where the license is maintained. However, you should understand how your home state's renewal process works and what documentation you need to provide at renewal time.

Reporting requirements represent another important obligation. Nurses must report certain events to their state nursing board, such as disciplinary actions taken by other states, criminal convictions, or practice restrictions. The Compact includes provisions for sharing disciplinary information among member states, meaning that discipline imposed by one Compact state can affect your ability to practice in other Compact states. Understanding what must be reported and to whom is essential for maintaining compliance.

Malpractice insurance, while not legally mandated in most states, is strongly recommended for all nurses. Insurance requirements and coverage limits may vary depending on your practice setting and employer requirements. When practicing in multiple states, you should verify that your malpractice insurance covers your practice across those states, as some policies have geographic limitations.

Practical takeaway: Establish a system for tracking continuing education requirements and renewal dates across all states where you hold Compact privileges, maintain communication with your state nursing board about any reportable events, and verify that your
